Beijing and Manila Dispute Access to Cebu Defence Talks

China and the Philippines exchanged conflicting accounts of participation in regional defence talks in Cebu on October 29. Chinese defence ministry spokesperson Zhang Xiaogang accused an unnamed Philippine politician of obstructing Beijing’s attendance and said other regional governments objected. Philippine Defence Secretary Gilberto Teodoro said China had been able to present its position and that no member of the Association of Southeast Asian Nations had raised similar concerns. Reuters and Philstar independently reported the closing exchanges. The development goes beyond the previously announced reduction in China’s delegation: Beijing has now alleged obstruction, while Manila disputes its portrayal of the forum. Zhang did not identify the politician, the obstacles or the governments he said supported China’s complaint. The reports therefore establish a public diplomatic disagreement, not proof that participation was unlawfully blocked. The dispute concerns a regional security forum intended to sustain dialogue amid continuing friction in the South China Sea.
